Sorry I see back a few posts were you say it's a 1969. My 69 20 sf had hollow stringers. I did end up filling them with foam. Later in the 70's they came from the factory with foam.

if i go with the foam do i do the stringers from back to front,which looks impossible,or do i just do about 3 feet from the transom,which is what i can only get to.

To foam the stringers it is better to have full access to them. You need to drill several holes along the length of the stringer and pour the foam in. The foam kicks off fast so pouring the foam into one access hole wont allow the foam to creep all the way the length of the stringer before it kicks off. Also the foam will buckle fiberglass if there is no escape route once it fills the stringer.
