That should be close. Another way to look is to run on plane with the motor trimmed all the way down and in. Look over the transom at the cavitation plate and it should be clear and above the immediate wake passing from below the hull. If water is coming over the plate or hitting the bottom of the front of the cavitation plate, your motor is mounted too low.
I think Dixon is right here, you're probably going to need to reduce pitch and/or diameter of your prop.

Thanks for the suggestions guys. I'm gonna check the motor height again while running next time I get out, just need the wind to cooperate a little on the weekends.
