Over drill the holes and then fill with epoxy. When dry tap in some new holes and you should be done.

Island Trader is 100% on the $.

However, I suspect that if the screws pulled out that you have some water damage and that has to be removed.

I had some water damage with mine and I removed it from below, glassed in some balsa with NO balsa near rail mounts ( just a lot of extra glass mat in that area and it's perfect )... Only PITA is the rail mounts forward of the bulkhead ( I have a 23' Tsunami ).

I don't remember if thru bolts were OEM - but I thru-bolted mine.
