Fuel fill line

I have an 88 23' Sceptre. I have the floor up and want to replace the Fuel fill hose. The problem is is that I cannot reach the mount point where it meets the nozzle recepticle on the gunnel. Is it possible to splice the line (existing line in good shape)with a male piece of 1 1/2" pvc?? If so what's the proper way to do this?
I was going to sleeve in an 8" piece of pvc pipe after I roughed up the surfac and use two ring clamps each side and also use a fair amount of gasket cement (fuel proof)
Any suggestions are welcome.

The PVC splice is a CG "NO NO" http://floridasportsman.com/art/scold.gif

I would cut a 4" circular hole in the inner liner which gives you now and future access to the fuel hose/fuel fill. You can cover the hole with a nice water tight access hatch.
