lower unit shifting hard

went otu to the oat today and was checking everything over. started the engine, ran it for a few and tried to put it in gear to check shifting it will to shift. ok i thought maybe the cable froze up disconected it from the motor move fine. thied to move the lever will not budge. call a friend of mine who works on mercs he thinks the lower unit might need rebuilding( clutches forze up). if so dose any body have a reference to somebody on the treasure coats that works on merc lower units.
