Question on transom???????????

I have 79 Sceptre and my dad has an 83, why on the 83 is there a separation on both gunnels to the transom towards the stern. There are 2 bolts that keep it together right in front of the bait boxes under the gunnel. ??????????????????????? Why would SeaCraft do this?
