87' Transom Repair

Just started re-furbing a new to me 87' 23 Sea Craft/Tracker, the original owner claimed that he had the transom re-done with Sea Cast. In the past day, I have removed all of the hardware, cut out the deck, and started cutting on the transom. I might be wrong, but I really did'nt see any evidence of the transom repair that was claimed. The transom appears to composed of balsa core and some type of composite that is pink and glassed over, not like any I've seen on this forum. Is this the orig. transom?? I drilled a few holes in random places and water came out of some of them, but not all. My plan is to install a full transom/bracket. Has anyone experienced this?? The transom material is almost 2"s thick. Where do I go from here??????
