225 Suzuki charging problem

I have a 225 Suzuki outboard on my 23 Sceptre
It runs rough at low speed and is not charging at low speed 1000 RPM about 12 volts or less
Is this two different problems or is there a common denominator as to what I should be looking at forthe cause of these problems

they started about the same time.
