Stupid question but...where do you measure the shaft on an outboard from?

the distance from the mounting bracket to the cavitation plate

This is a common question.

The measurement you want is from the cavitation plate up to the point on the mounting bracket where it would come in contact with the top edge of (cross over) the transom.
