What to offer owner? Been outside for 3 yrs. has '98 Johnson OP 225 some soft flooring, needs new windows, wiring needs help too, could be a winner.

Prices are all over the lot these days. I would say if it is the model of seacraft you like and you have the cash/time to get it in shape make an offer. That number is your call.
