I think the blue spikes are for keeping the fly line organized when casting... basically like striping basket.

I fished yellowfin off indonesia a while ago. They used a similar mat for lure changes. Instead of reeling all the line in on the penn 80, they would just hand line in mono on the deck, swap feathers, and drop back in.

The spikes are made from 100 lb mono or zip ties.
