So this may be a bit of a stupid question for you expert SC owners out there, but what is the plug sized hole for in the starboard side of the hull? Should it be covered?

It's not your bilge pump outlet is it?? What model boat and wheres it located??

Its a 75 23' CC and It appears to go straight up to a live well in the bow??

As luck would have it...the front hatch cover is not very water tight and the hole is for draining that hatch, like when you wash the inside of the hatch you can drain the soapy water out. Also you need to put in a plug from the inside to keep the water out while under way. I do not keep anything in that hatch that can't get wet. It's always the same three steps before I launch the boat; put in the transom drain plug (duh!), put in the front hatch plug, double check the beer supply.

Thanks Don! Its hard to believe the previous owners had it in a slip with no plug in this!! I will make sure she gets one in her. I agree with the beer supply, a necessary step for a day of boating!!
