Off P'town on the outside or in the bay?

I was out on Billingsgate Shoal Sunday morning in my 18SF (along with the entire Rock Harbor charter fleet...) and we were fishing with umbrella rigs and jigging and all we got was a skate and a whole lot of nothin...

we were fishing the north side at the bar. caught 4 fish in a span of an hr. that was it.
