What is the best / correct foam to foam in a new fuel tank?

None! That is a bad idea. Most common cause of premature fuel tank failures is due to corrosion caused by moisture being trapped next to the tank by the foam. Brace the tank properly and be done with it. Save yourself a lot of future headaches, forget the foam.
