20ft under gunwhale rod holders

So I found these in the hatch of the 20'SF I recently bought. How do you mount these?!?! I can't figure it out.

I believe just fits in and a screws through the fiberglass flange into the teak.

Any chance of getting a template of those rod holders? Mine doesn't have them and I'd like to make some for it.
