Where should the cavitation plate be on transom mounted outboard on a 23' cc ?

My cavitation plate is just at 1" above the keel, when the plate is parallel to the 3" wide flat section of the hull. I had the installer mount it on the next to last hole, I'm going to move it up the the last hole which will make it 1 1/2 to just less than 1 3/4" up. Just haven't done it yet. Oh yeah, I have a 25" shaft and wish I had bought a 30" and built the transom up to 31"......hindsight is wonderful!
