Most 23s measure 12-13 degrees, if your transom is rotted and sagging it may measure 14 degrees. Ive seen them sag back some even with new transoms that have been redone. They glass the core in and gravity sags the top out more and if you don't clamp a stright edge for support it can cure that way. To check your you can buy an angle finder or simply measure using a 24 inch square. Take the square and place the long side on the hull bottom at the keel and the short end pointing upwards like in the pic below. Each 1/4" shown equals one degree. So 3" would equal 12 degrees. Far as setback, most are made 30 inches. You can go as short as 24" but some outboards will not tilt all the way up. the shorter the better sometimes with balance.
