Coast Guard request for Certificate of Compliance

Looking for help and guidance please..

A USCG inspection of my 25 Seacraft (2001) found that I am lacking a "certificate of compliance" since their regs state that any boat built after 8/1/1978...

But the shot I didn't get was the big Humpback cork screwing out of the water leaving only his last two feet of fluke touching the water.
