What are you using an oil-based paint on?
I'm no painting guru by any means ... but dont you want something with a harder finish then that. There are lots or marine paints out there and Mark mentions one of them .. Easypoxy...I believe Billybob also used that coating....then you have the two part epoxies... Awlgrip, Sterling, Imron, Interspray...These are all real tough epoxy coatings suited for the marine environment...real hard finish high gloss and scratch and scuff resistant. As far as a primer goes at least for the epoxies use what the manufacturer recommends so you get a compatible strong bond. The fact that your primer is "bubbling" is a little scary....your whole paint job could peel up because of that...Even with the epoxy paints I've seen them peel if not prepped properly (the whole foredeck of a sportfishing boat I used to work on did this)
Fellow-Ship, as you may have read, has totally repainted his boat with one of these two parts......I'm sure he would be more than willing to lend some advice.
