You hit the nail on the head.....put in one of those Garboard cast bronze drain plugs. Those rubber T handle drain plugs are a little scary ... but they have been used for a long time.

I would fill that baitwell drain ( if not in use) and grind the hull drain smooth and install the new drain plug....if for nothing more than peace of mind.
