I'm assuming you guys are talking aft of the console .....Tango ... I had a little bit of flex but nothing was loose or flimsy. On the 23 at least there are/were teak rod storage racks under the gunwale caps that also act as support for that cap. I'd fiberglass "knees" under the cap to give the cap more support if its that bad. As far as the attachment of the cap to the hull sides I would check to see how that was accomplished .... I've got a stainless screw every 6" ( as a result of the attachment of the cap to the hull and then the attachment of the rubrail)

JW ... I have plywood encapsulated in glass all the way around the entire boat under the cap / covering board (boat was manufactured this way...very clean layup) If fact I will be replacing a section of it as has gotten wet through various screw holes that were in the cap. Sounds like a replacement project?? Why do you ask ??
