OK, here's the deal. Take one 2x4 put it horizontaly accross the transom, roughly one foot down, drill holes through both the fiberglass and the new wood, stick 4 or so bolts through with washers and squeeze the sucker tight. Do the same with another board a little further down, (this isn't rocket science), just make sure you have everything properly slopped up with what ever bonding material you plan to use.
You can easily fill the holes you drilled later.
