I just posted a comment on “Foam Filled Transoms” on the Fiberglass Boat building Books thread for you. I guess you were referring to the sheets of composite materials and not a “bucket of foam” you mix and then pore into the transom between the two walls of fiberglass after removing the plywood lamination between. For the sheets of composite materials that most of the boat manufacturers are using now a days personally I think that that’s the way to go I would add extra layers of fiberglass on both inside and outside walls just be beef it up a little like to 3/8” or so.
