Thx for the responses. I was not thinking of using a pc of PVC though. I was just going to drill oversize thru-bolt holes ( excluding the gelcoat skin - I'd leave that the correct bolt diameter ) - then fill with epoxy/cabosil mix, tape both ends - let cure.

Then drill through the cured epoxy w/ one of those centering jigs/tool for the drill - to assure a straight hole. Then mount all and use BoatLife to water proof it up. What do you guys think ?
