Correct, mine did not have drain tubes, it always held water. if you have a floor livewell you can get to the back of the stringers drill a hole through the stringer level with the floor and add a drain tube on each side. if you look closely at my pics you will see the water standing there. the transom works like a sponge , it soaked water up all the way to the top of the transom.
