Did you check any places like surplus unlimited or ebay? Someone's got to have a new hydraulic steering system that they want to unload cheap.
If that does not work, talk to Bob Carpenter over on classicmako.com....I think he successfully resurrected (spelling?) an older hydraulic system for his restored 1973 23 Mako.
