Yes, the water will drain out when at speed.
This may be an idea for you as well, On my father's Blackfin, he uses frozen Orange Juice bottles for ice and has a hose that runs from the cooler, right to the scupper and all the un-wanted blood/water etc... runs cleanly out to the scupper without messing the deck.
When using the frozen bottle method, your fish doesn't sit in bloody water and you can hit the fish with a washdown hose ocassionally to keep the box clean of blood making it easier at the end of the day. If you have the freezer space for the bottles it's a-lot easier than buying ice each trip.
