I can't say with absolute certainty but I think it will. The other issue is making sure the cables match up with the engine and the binnacle (control). I replace mine with a Mercury 4501 Gen II Series and new Gen II cables... the engine is much older than yours
( read this as older engine and newer generation of controller than the 3000 and your configuration ). I also replace the wiring harness which was also a direct replacement and fit. It seems Mercury has maintained these connections right up till now. Call a local Mercury mechanic and they will be able to give you an answer.
Looks like switching to something like a Verado would mean new everything.
