On my MA, the scuppers exit from the transom. I solved the wet feet issue with ball scuppers.
Regarding a bracket on an MA, I don't think the "notched transom safety issue" is a big deal. A simple board allows a splashwell to be created which contains the errant wave that makes it over the transom.
