I went through this BS last year, but I got my boat & title.

In NJ all the previous owner has to do is to go to the local DMV, fill out the appropriate paperwork and a new title will be generated. The key is the title will be generated in the name of the last known registrant.

Good luck & don't give us. Great deals sometimes happen because you are willing to bull your way through the BS.
