They need to be replaced
If you're talking about the brass thru hulls for the deck drain/scuppers ... the tubes are probably corroded and letting water seep into the hull. They need to be removed, area dried, and new tubes put in. In the case of a 23 hull, atleast, these tubes are mounted in a block of wood ... so they need to be dried after removal of the old.
