I would recommend you epoxy a strip of plywood just large enough for your rod holder base to cover and screw into the plywood. Probably 1/2 or 3/4 inch plywood completely sealed with epoxy and then mounted under the gunnel (using epoxy-duct tape in place while it dries). I mounted my anchor light clips (used to hold the anchor light when not in use) using this metod on the inside top lip of the cutout for the under gunnel rod storage on my 20 (keeps the light high and dry when not in use). This metod is often mentioned for mounting rod holders in cuddie cabins of boats.
