I don't think the small screws will give enough grip to hold the weight of a rod rack. You need to fabricate under the gunnel cap like in Roger's boat or you can get some PVC board to form ribs and epoxy it to the side then mount the racks/holders to them.
Here are some shots of PVC board I utilized in the same situation for my gaffs. The rod hangers were mounted to the old ribs of the liner
