No, I was well aware that my floor/deck was right at sea level, so in my situation, no locational change of the scuppers was going to change the fundamental problem. Once my floor was raised 2.5", the problem was solved. I no longer have a splash well or any plugs for scuppers, merely two 2" holes right out through the transom.

If you are having water intrusion issues and yet have no plans to raise the deck, I would suggest Rabud ball scuppers in addition to plugs for the drains in the cockpit.

I may very well misunderstand what your are proposing but I would think that if the floor is at sea level, physics dictates that you are going to have water issues regardless of how high above water the outlets (scuppers) are. Any spray/rain that gets in will still have to get out and I think the outlet will need to be the lowest part of the equation or the water will merely back up inside the tube.

My scuppers as they are now (notice how the floor/deck in the first photo actually slopes slightly down to the center, this effectively chanels any water/spray right into those drains) :
