Does water come up the scuppers you have now when there are two guys on one side in the stern? If so then it will not work. I know it wont work on my boat... I'll need the ping pong balls. Our commercial salmon boats in Alaska used to have the holes thru the back of the transom like you described on the Lobster boats.They were rather large 3 inch holes. No flaps no nothing just holes. When we filled the boat with a heavy load of fish we had round plugs that screwed into the holes from the inside of the boat. That way we did not take on water with the heavy load. I'm a believer that what ever size hole you make in your transom for scuppers you should be able to plug it from the inside of the boat in an emergency should your outside water intrusion device fail.
