Ya the foam is totally encapsulated with glass. When I re did my boat that little hose was clogged up and water from above the stringer was seeping around the hose and out into the bilge area. You might want to run a little wire like a gun cleaning brush reaming out that hose see what you get. Also you might need to drill a hole in that general area of the stringer and see if water is coming out the new hole. I don’t know if I would do much more that drain it and plug it up unless you are planning on doing a major job like replacing your fuel cell unless you got a i/o or inboard power plant with easy access to that whole area.
