Just a wild guess but I think that I have some bad and good news for you.

First the bad news. From what I know (and I am not expert) this is not following the standard Potter era ID format.

Here is an example of the standard ID format (from our very own Capt. Chuck).

Your Hull ID: SECF30070778

SEC = SeaCraft
F3 = Superfish 23'
007 = Hull number
07 = July
78 = 1978


Now the good news. I believe that the coast guard did not require hull ID's until the early to mid 1970's. My 1978 Seacraft had a SeaCraft ID number, whereas my current 1972 does not. It is possible that the hull ID that you were given was generated by your DMV or some other government agency.

Hopefully, someone else with a little more knowledge will weigh in.
