To really answer your question you will have to get the answer to the God knows what part.
Some guys paint their boats with good two part paints and others paint their boats with what ever. The first thing to figure out is any of the paint peeling or cracking off. If poor adherence game over sanding off is the only way. If it’s not peeling off is it compatible with you two part paint you choose. Epoxy paints don’t always marry well with other based paints. You might want to call the manufacturer of the paint you pick and ask this question.
As for me I took no chances I sanded it down to the gel coat did my repair work on the hull, and follow all the steps with priming and sanding. It was a lot of work but came out pretty good. I used Sterling paint which is another brand of that two part paint and is real good with the role and tip method.
