either way is going to be alot of work, you could sand it off and not burn through the gelcoat, or try a paint stripper, then you have to worry about the stripper attacking the gelcoat, try a little laquer thinner on a spot with a rag, hold it on, it the paint lifts it is probably an enamel, won't be as hard to get off, if it doesn't come off, it is probably a two part polyester, which means you have to sand it, prime it, and repaint it. like I said, a fair amount of work.
