Well when I use to live in the Northwest to go fishing we would have to go out over the Columbia Bar.
The Coasties after enough times out rescuing boaters now close the bar at peak flood tides, and will not let you out or in until it settles down. This includes commercial and freighters.
Common sense is not always used.
