Being a 73' I'm not sure whether your deck is plywood or balsa, I'm sure someone will pipe in that knows, I do know that it would be VERY hard to fix from underneath,if not impossiable, there will be a stringer between the tank and the spot, you need to determine if the deck is wet or if there is delamanation or a void between the fiberglass and the plywood or balsa, if it is dry I would drill some small holes and inject epoxy till they come out the other holes. If it is wet you could cut a square out, dig out the wet balsa and fill with coring and put the deck piece back in, just my 2c.
