they leave it up to the dealers and most of them are clueless. and don't keep exact records of how to prop the boats that they sell, each boat is looked at like the first one ever done.
Manufacturers don't have the resources to test every combination of power, b/c there are SOoooo many varaibles.

T-tops will shave 3 or 4 mph off top end
Extra weight can slow a hull down 3 or 4 mph
Having the engines mounted too low can shave off 3 or 4 mph.
Props also have an enormous effect on performance. (kind of like trying to run a 40 yard dash in high heals vs. barefoot vs. sandles vs. army boots.

Also you can't compare an overpropped boat with 19 inch 3 blade vipers to 16 pitch 4 blade props and conclude that 4 blade props are superior to 3 blade props. That's comparing apples to oranges.

I've messed around with a bunch of props and have seen stern lifting props like the Mirage Plus and Rev4 dramatically improve the WOT speed/minimum planing speed/ride of seacrafts compared to some other props (michigan rapture, Stiletto Advantage, Stock merc blackmax props, Stock yamaha props).

Anyways you get the idea that it's very difficult for a boat builder to make a claim about performance when there are too many variables that contribute to a boats speed. It's just not worth the aggravation to have to explain to a disappointed owner why his tricked out boat with a Tee Top, 600lb baitwell, 150 gallon fuel tank (full), with twin (PIG 200hp verados) won't achieve the same speed/economy as a stock well balanced barebones hull with a single lightweight engine (20+ year old two stroke). If I were a recreational boat builder . . . I would guard performance numbers with my life and leave it up to the message boards.
