I have the 23 scepter with an enclosed transom as well. I would not mount them on those hatches if I were you. There is a tremendous amount of force exerted on the down Riggers base due to the leverage involved. If it were me, I would think about reinforcing the stern most section of the gunnel and mount it there. It really depends on what you may already have there. If you have a cleat or a hawse pipe for docking lines, that may be a problem.
