I'm not familiar with 3M's artist adhesive, but I've used their Super 77 adhesive which is a spray on contact cement that is very easy to work with... ...if you're acustomed to working with contact cements. Spray it on both parts. Let it dry tack free. Press the parts together. And don't expect to pull them apart again. So you have to get it right the first time.

Should work well on the carpet. I've got some sagging carpet in the cabin of my 25 Seafari, and some Super 77 laying around, and that's what I'll do when I get to that on my "to do" list.
