Default Gauge Panel weather proofing


I have a '75, 23' Tsunami and the gauge panel gets water behind it.

I tried to use 1/4" closed-cell, rubber gasket material but the adhesive failed. I'm not sure if water is getting through from the rocker switches ( not the switches themselves, but the device that holds the switches in a gang and firmly to the panel ). I forget if I put in Cole Hersee or Carling switches...

Any ideas ? The amount of water is nominal, but my mentality is it should be water proof...
