Somewhere on this site I believe there was a discussion of how the serial numbers were determined at the time of construction. Over the years I believe the scheme of determination changed slightly either because of company ownership changes or CG regs regarding hull numbers.

Regardless, in any event you should be able to find the discussion and using the applicable schema determine what your hull number should be and compare it to what appears on your hull. The only thing that I can think of that might explain an apparent short count of digits is if your hull construction unit number is a single or double digit number such as the 3rd hull in xx month of the 18th in such xx month.
