Regardless of the seas, if a Seacraft takes on enough water through the bilge vents to be in danger, in my opinion, it isn't rigged correctly and needs more bilge pump capacity. I have a 20 SF and have had it out in pretty snotty conditions. The bilge vents have never been an issue.

It may be less of an issue in drier climates, but I would keep the bilge vents for all the reasons stated above.
