A gas 350 is still going to be your lowest cost option. The ford 351HO is a very nice motor and I put one in my 20ft shamrock 2 years ago. It replaced a tired old RWC 302.
If you have a little more budget I would look into diesel, it will be a higher cost but you won;t have to deal with any ethanol issues and get better MPG.
Just make sure you can swing the right size prop if you plan to up the HP/TQ or the additional power will be useless.
