If it were me I would finish cutting out the deck leaving about a 2" lip around the outside. Raise your stringers. I redid a 23' outboard with a bracket and raised the floor a total of about three inches. My drains also went out the side. I found some scuppers with recessed flappers in them and put on the sides. They worked great and self bailed fine with 3-4 people and full gas. Of course in your situation you have no bracket to worry about, so your scuppers could go through the transom. Use some PVC and wrap glass around it, and go from the liner to the transom and put your drains out the back. You could also heat the PVC and make it oval and use that instead of round ones.
