Ok, thanks guys.

I don't know if you can see, but the port side stringer is cracked, it looks like it was patched, but I was going to glass in heavy mat on the top.

I did drill into the stringers and they are mostly dry, there is a small amount of moisture in the foam I took out, but it seems to be minimal.
